How does one know if CEUs are approved in your state? Some certifications list states and others do not. I assume if your state is not listed on certificate it is not approved by your state? Is this correct?

That is not correct. If it is approved by any state, your state may accept it. Especially if you are in a compact state and it is approved by a state in your compact.
