How do you motivate and inspire your team members to achieve their goals?
When you say "their goals", are they? Are they individual goals or team goals? Did they set these goals with leadership( you) at evaluation time or were they given goals? Has there been a negative for the team members not meeting these goals in the past? Are there bonuses? Do team members that meet the goals get a better evaluation that leads to better raise or does everyone get the same no matter what?
I'm asking these questions to determine the team member "buy in". People respond better when they have input on the goals. Individual goals motivate that person, however, I always like to include team goals as part over everyones evaluation as well. The best way to get buy in on team goals is to have staff meeting that is nothing but goal setting. See what they come up with that improve the operations of the unit. I think you will be surprised with how these goals will also meet what you want to do. I you have something that really needs to change have it already listed on the board. Explain the Why to them. Once you have the goals, help them set the goal level ( will improve x by 20% for rating of 1, 40% for a 2, etc. Make sure they understand that what ever the goal is, they all get the same rating on that goal. Post it on the communication board every two weeks so they can see the data. They know who is doing their part and who isn't. Make sure to also provide the date by shift and day of the week. This way the team motivates itself.
I hope this gives you a place to start. Best wishes.
