What about Utilization Review or working at an insurance company approving tests and procedures. Also School Health or Case Management.

Some hospitals & healthcare systems support AA-RNs in management & allied roles. I have not worked for them. I have worked for large centers with many experienced AA RNs taking long-distance BSN or “1 class at a time” BSN programs. Those larger centers also have many MS RNs working / waiting for openings at the hospitals they want to work for.
Unfortunately, centers & management teams get to change large plans & decide to de-fund nurse practitioner positions in favor of funding physician training.
