You would have to legally reside in a state that is part of the compact agreement. Then you can apply for a license through endorsement.

When I moved from NY to SC, I applied for a SC RN license not knowing that SC is a compact state. There is paperwork to be filled out and a meeting with the board of licensure for the state of your choice. They might ask for a resume and references. They will most probably inquire as to which compact state you will be relocating to or if you will be doing Travel Nursing. Contact the board of Nursing in any one of the compact states to review their requirements. Good luck!

Short answer, you cannot. Long answer: if you are looking to apply for another state license you will apply by endorsement or reciprocity for EACH state you wish to be licensed. You will go through their state board of nursing for the nursing application and instructions.
