I received a job offer. When I turned in my resignation my current employer made a better offer for me to stay. Is it appropriate to approach the potential employer to renegotiate their offer?

You could but be prepared that the other employer that you interviewed with may not want to negotiate since they are looking for someone to fit what they are offering! If I was offered a better job at my current employer I would take it !
